Justice, or equity, as the oldest and the most basic moral principle in human moral history, has been pursued all the time by our government as one of the public administrative targets. Therefore, the cultivation of the concept of justice is deemed indispensable to the morality construction of our civil servants, both individually and as a whole.The thesis begins with the depiction of Goddess of Justice, scale compared to justice or equity, vividly drawing an outline of five parts, ie. the environment where the scale exists, the reasons for its existence, the conditions of its balance, its imbalance and its fulcrum (supporting point of its balance). The analyses of its environment, the reasons for its existence and its imbalance, show that it is of great importance, necessity and urgency for our civil servants to cultivate the concept of justice. Then, guided by the conditions of the balance, some proposals are put forward for finding out the fulcrum of the scale.The condition of the balance, among other things, runs through the whole thesis as a clue, because, as an implication of the equality of rights and duties, it serves both as a standard for measuring justice and as a fundamental principle for guiding the cultivation and supervision of justice. Only when civil servants as individuals exercise rights and undertake duties equally can they realize individual justice. Also, only when civil servants as a whole, on behalf of our government, assign every citizen equal rights and duties, can they realize social justice.The final purpose of this thesis is to promote our civil servants' consciousness of justice in terms of ethics and morality, and to offer some proposals to cultivate and maintain their justice subjectively and objectively as well, thus realizing the target of just public administration.
