The Research Of The Chinese Civil Servants' Occupation Morality Construction

With the deepening of reform and the promotion of anti-corruption work,the construction of civil servants' professional ethics has attracted more and more attention from the government.The image of civil servants' professional ethics is one of the important criteria to measure the credibility of the government and the ability of social governance.Therefore,the construction of civil servants' professional ethics is not only necessary but urgent.After the 18 th National Congress of CPC the civil servants occupation moral construction in China has made great progress,but there are still many problems,such as the related legal system of civil servants occupation morality is not perfect,lack of authority for specialized civil servants occupation morality,lack of supervision of moral construction for public servants occupation,civil servants' public service consciousness is not strong.The author believes that the causes of these problems mainly include: the concept conflict brought by market economy.Because of the particularity of civil servants,their rights are not allowed transfer as their own interests equally;due to historical and cultural reasons,the traditional thought of "official standard" is still serious,civil servants identified themselves as managers rather than service provider;the lack of clear occupation planning and belief for life,civil servants have not established lofty ideals and beliefs.The author draw lessons from the Chinese and western administrative personnel'experience of occupation morality construction,and put forward two paths for occupation moral construction of civil servants: heteronomy and self-discipline.The path of heteronomy include: the establishment of special legislation of civil servants occupation morality,promoting the diversification of supervision of civil servants,the quantification of civil service evaluation index system and increase the punishment of civil servants occupation moral behavior.Among them,the self-discipline path includes: civil servants should establish the correct moral concept,improve their moral consciousness,cultivate professional ethics and establish an independent administrative personality.The conclusion after full argument is the civil servants' occupation moral construction needs the combination of self-discipline path heteronomy path.Civil servants should strengthen the study of related occupation moral practice theories,practice the relevant norms of civil servants occupation morality,change as active actors from passive executor,eventually internalized heteronomous in the heart,reach the lofty realm of serving the people.
