The offshore oil construction project, which is of high risk and high reward, is a kind of typical industry of intensive labor, intensive technology and intensive capital. This is due to the influence of physical environmental factors such as weather and sea conditions, the dependence of heavy duty equipment as well as the high complexity, multiple disciplines, simultaneous operation, high input of laborers for the project.This will lead to the difficulty in health, safety, environment and quality management during construction and give rise to the randomness and fuzziness of many variables and also to the risk of health, safety, environment and quality. In case of accidents, there would be personal casualties and big property losses, having a great impact on the social effect of enterprises.This paper makes classification of the quality, health, safety, and environment risk potentials and conformity analysis in terms of risk analysis to find out key factors for further research and resolution in order to achieve the integrate management of the project quality, health, safety, and environment, resolve the contradiction and conflict between the project quality, environment, health and safety management, aiming at minimizing the management cost.This paper makes an overall analyses and research on the process approach, risk factor identification approach and risk evaluation approach. On this basis, the paper identifies the fabrication process of topside modules of Floating Production Storage and Offloading Unit (FPSO), a typical offshore facility, analyzes and evaluates the risk factors of quality, environment, health and safety for some of the key processes, raises the philosophy of integrate management of project quality, environment, health and safety in order to provide reference bases for project management personnel in their attempt to improve the project management effectively, minimize and relieve accident impacts and losses and assure clients' satisfaction.
