Study On The Development And Reform Of Governmental Quality Supervision To Construction Project In Shenzhen

There are a large amount of construction projects in China, and there are also broad influences to the society. However, more and more persons in various fileds pay much attentio to the quality problems of constuction projects. Of course, there are many reasons; for example, the standardization degree of construction market is not sufficient, there are many abnormal behavious in the market, and many main bodies in project construction do not have the responsibilities to keep the publics' benefits not to be damaged. At present, compulsory quality supervison respresenting governmental behaviours combines with social project management and quality management inside enterprises, which compose of the system of quality supervison. However, government, which is one important part in the quality supervison system should northerly exert its role, status, responsibilities, and liabilities and so on in the practice. All these are the needs to satify the basic requirements to construction project quality, to satisfy the rapid growth and economic system reform in social market economy in China, to increase the level to adapt to internatinal conventions of project management, and to adapt to the whole development of construction project quality management.Shenzhen, Which is one of the most advanced regions in China, ranks the top in the reform and practice of governmental supervision of construction project quality. Therefore, based on the research to governmental supervision of construction project quality in Shenzhen, some reform directions are brought forward, which can be used for reference in China. Therefore, it is very significant.In this dissertation, the evolution and problems existed in governmental supervision of construction project quality in Shenzhen are analyzed at first, and then the essential characters and managing behavious of governmental supervision of construction project quality are discussed. At the same time, after the comparison and reference to overseas governmental supervision of construction project quality including France, America, German, and Signipore and so on, some relative rules, such as project management system, risk management system of construction management, credit system in the filed of construction, which match with governmental supervision of construction project quality are also analyzed. Then the mechanism development of governmental supervision of construction project quality including governmentalsupervison system and its internal supervison mechanism etc. is discussed. In addition, the countermeasures of developing governmental supervision of construction project quality in Shenzhen are furtherly discussed in the viewpoint of all the participating parties and the whole procedures, and all the participating parts include perambulation part, construction part, design part, material and equipment supplying part, and project management part etc., and the whole procedures include feasibility study stage, design stage, construction stage, completion stage and using stage. In final, the key points for reform of governmental supervision of construction project in Shenzhen are furtherly discussed including performance evaluation reform of governmental supervision of construction project based on quality behavior studies; supervision means reform of governmental supervision of construction project based on information technology, and bidding system of governmental supervision of construction project based on competitive mechanism.
