Discussion On Reform Path Of Government Supervision On The Quality Of The Grass Roots Project

Oubei, which full name is Oubei New City District, has been one of the 100 best towns in Zhejiang Province and is hailed as the Pudong of Wenzhou. It has been cancelled the town form into the function district by the provincial government in 2011. It meets Wenzhou city construction as required and follows the idea of urban construction to make Oubei more effective and more convenient. As being the pacesetter of Yongjia economic development, Oubei makes effort to step up urbanization. There are numerous programs such as public facilities and prefabricated houses.This research takes house building system reform for example. It starts with government supervision reform on the quality of the grass roots project and takes Oubei New City District as the entry point. This paper analyzes the existing problems and the causes of failure in the reform, so sa to prove the feasibility for government supervision reform on the quality of the grass roots project. Under the new situation, grass-roots construction will promote reform and streamline administration and institute decentralization, the basis of the research, Governments should have an overall consideration on how to deal with fiscal power and administrative authority and human rights, how to break resistance from inherent pattern, how to cut down trials and mistakes. Thus, Oubei should continue to make those improvements, realize streamline administration and institute decentralization and improve efficiency so as to improve local developing environment.
