Researches On Establishment And Operation Of Governmental Organizations For Project Construction Quality Supervision

With the fast development of the economy and the rapid pace of urbanization, the construction scale in China is getting larger and larger. However, myriad malpractices by the governmental supervision on the construction quality have arisen at the present situation, which even impacts on the project quality in China. Based upon such conditions, this paper tries to probe into establishment and operation of governmental organizations for project construction quality supervision.It mainly includes several aspects as following:At first this paper based on the history of project construction quality supervision by the government, lists the existing problems in the governmental supervision and elaborates the significance of the research into the governmental supervision on project construction.Secondly, this paper analyses the quality managements and the quality responsibilities of each part which are formed during the whole construction projects quality coming into being and summarizes the key taches and key objects.Then, this paper presents some ideas on the governmental supervision perfection and development orientation after studying, comparing and analyzing the project construction supervision and management approaches and experiences in a number of industrialized countries.As followed, the paper tries to propose an improved establishment and operation modes of governmental organizations for project construction quality supervision, and demonstrates the effectiveness of such a new mode for controlling and improving the project quality. Meanwhile, the paper also analyzes the adaptability of such a new mode in Hangzhou.And finally this paper concludes the new governmental supervision approach on project quality with three problems for further discussion.It is hoped that the research in this paper can help resolve the problems existing in the governmental supervision on project construction quality and therefore, improve the project construction quality in China.
