As the important part of multi-arrangement housing providing system, the affordable housing policy has produced active effect such as solving habitation, strengthening social stabilization, promoting economy development. But there have emerged some problems deserving attention, and arosed extensive dispute.Therefore, theory and practice of the affordable housing in China were systematically studied in this thesis, and it provide theorical and policy decision-making's basis for the development of affordable housing. And the design was optimazed in order to improving the satisfaction and controlling the cost. For attaining exact and scientific result and making it possess theorical and referenced worthiness the comparative analysis measure, theorical study measure and qualitative analysis combining quantitative analysis measure were adopted in the thesis.At first, the policy of affordable housing was introduced at aspect of theory. The affordable housing has many particularities such as price, property right and running mode. And it has important status and produced active effect.Secondly, the actuality of housing and real estate was analysed. To developing affordable housing was necessary considering economical and social factors.Thirdly, the problems of affordable housing for example the price is too high, the consumers were lose control, and the orientation was't accurate were analized emphatically. The suggestions were made to consummate the policy by summarizing and using for reference experience at home and abroad. The measure to makeing the consumers enjoying the favourable policy directly were discussed. Finally, paying special attention to design period, using Value Engineering, design optimization model of affordable housing was built, aiming at maximize the value projects. In the model, Fuzzy Analytic Hierarchy Process (FAHP) was used to define the weight of function indexes and exponent mark was selected. The design optimization model can be employed in similar projects.
