Human capital is a productive factor with the greatest importance in modern economy. With the development of society, human capital becomes the strategic factor to determinate the result of competition. For obtaining a group of human capital with high quality, realizing economic goal of income maximizes, being in the advantage position in market, enterprise must make the effective investment of human capital. Keeping, sustaining and synthesizing the quantity of human capital can promote the efficiency of human capital and its level.At first, the thesis has analyzed about the traditional competition advantage source theory of enterprise, then proposed human capital and its management are the sources of win advantage. Secondly, the thesis structures the model of value chain of human capital management after analyzing the human capital management activities that are been divided into basic activities and assist activities by using Potter's value chain theory. The aim is to help the administrator to carry on the scientific human capital administrative decision according to the scope of activities that can promote the human capital quality and their position and function. In this part, the author analyzes the characteristics of management activities further. The third, every activity of human capital management is actually a kind of behavior of making investment too. So, in this sense, the thesis has expanded the investment range and content in the traditional meaning. These investment activities aim to promote the key competitive power of enterprise with human capital quality promoted and its rate of utilization raised through inputting material capital. Human capital investment is not a behavior of only enterprise participation, but a behavior of participation of enterprise, individual and government. Because human capital is natural belong to their bear body who possess property right of human capital, the enterprise must encourage employee to exploit dynamic role. The thesis has structured the index of investment in this part, analyzed the investment return of the enterprise, and evaluated them. At last, on the angle of promoting human capital, the author proposes that the enterprise must change his idea, strengthen human capital investment, dispose of human capital rightly, set up rational performance evaluation system and incentive system, set up enterprise environment which can promote human capital efficiently, etc.
