The dynamic simulation and forecast analysis of complicated system based on GIS is the result of wide application of GIS. Therefore, the model of SD with non-spatio dynamic simulation melted into GIS technology environment characterized by place analysis can make full use of advantages of both. The close combination between GIS spatio-data and attribute information can provide beneficial environment for SD dynamic simulation research, and play the important role in the aspects of system boundary defining, data preparing, visible achievement performance etc. At the same time, the model of SD can expand the GIS space-analysis function; realize the dynamic deduction of system semantic information, the dynamic simulation of system behavior and its trend prediction of the system language righteousness information deduce to imitate with the behavioral development in system and the trend predicts. In this way, not only the system dynamic development trend of society, economy and environment can be simulated while considering time, and the space can also be considered within the system frame, therefore, the weakness of GIS in system dynamic analysis simulation function driven by social economic factors can be made up, the actual function of GIS and SD can be expanded and applied thoroughly.The emphasis of this paper is to realize the dynamic deductive function in GIS environment, by the melt of the model of SD into the development, and in the imbedded integration of model of SD and GIS module, considering the concrete problem in the industrial management, to establish the road traffic system emulation model in Heilongjiang province by repeated study. The model simulates dynamically and predicts the influence of current social economic development and its relevant changes on the road traffic system, reveals the mutual influence between road traffic system in Heilongjiang province and social economy development, providesdeterminative support to the sustainable development for the road traffic market in Heilongjiang province.The system dynamic model which was developed by the study can be treated as the policy laboratory to provide the impact simulation and evaluation of the strategy or project on the Heilongjiang province traffic market for decision-makers or analysts.In the end, the paper tests the validity of the system simulation model of road traffic system in Heilongjiang province and draws a conclusion.
