As China's WTO entry, the Industrial Competitiveness becomes a focus of attention in the academic and industrial circles. Although there is still some controversy in the theory aspect, the Competitive Advantage theory is being accepted by more and more people. However, the measurement of Industrial Competitiveness could hardly achieve a consensus. This article started from theory analysis, after which we concluded that the diamond system of M.E. Porter was a good theory to analyze the Industrial Competitiveness. Then the current achievements of measurement studies were reviewed. The conclusion was that the current measurements almost based on the comparative advantage theory, and the diamond system was difficult to quantified.In order to solve the problem, a measurement of Industrial Competitiveness based on the Diamond System was developed in the article. This measurement is open to the different indexes according to different industries. In this article, the textile industry was chosen to illustrate the establishing process of the measurement system. Most indexes in the measurement of textile Industrial Competitiveness were quantified, and the others indexes which referenced from the International Competitiveness Measurement System of WEF and IMD were soft. The measurement system still needs to be demonstrated and consummated so that it can work well in the future.
