How to improve the competitive advantage of national research has been the focus of all countries, many experts have researched it, one of the most influential scholars is Michael Porter, His masterpiece,《The Competitive Advantage of Nations》is the basis of this article. In this article, it mainly from the angle of the government functions to understand the theory of national competitive advantage. In the Porter's theory, the role of government is one of the catalyst, this is concerned with western "small government" mode. But we must consider China's administrative culture and traditional administration if we want to be in the background of "small government" theory to guide China's of related problems. In China's case, our government is a "big government" in more cases, so this article choose the government functions as the breakthrough point, all elements are through the government behavior. Thus, the role of government is not only a catalyst, but plays a role of the leader, such a government for the present research status of China. Through the description of the relevant experience of America and India, and analyses the feasibility to use of national competitive advantage theory, and based on the Chinese advantages and disadvantages of the international competitiveness, we propose five kinds of functions how government put the competitiveness:science and technology education function, provide all kinds of public goods and service functions, coordinating functions, provide economic basis functions, maintain competitive function. So by converting angle, national competitive advantage theory will be more suitable to China, and the result is it has more realistic significance.
