A Study Of Corruption Mechanism

Starting with the analysis of the key elements which lead to the corruption phenomenon, and the intrinsic connections among them, the study reveals the component structure and the interrelation rules of the corruption phenomenon. And then it points out that under the established system and mechanism, corruption is a self-organizing phenomenon which has its unique operation mechanism and function manner. In terms of character, the corruption can be divided into corruption generating mechanism, self-reinforcing mechanism and adjusting mechanism. The corruption mechanism arises from and grows in complicated social and historical background, but mainly it is because that people are still constrained by traditional thought, way of thinking and the mode of rectifying. Till now, people have not established complete and effective supervision and restriction mechanism to guard against appearance and pervasion of corruption. So, the best choice to effectively eliminate the corruption mechanism and rectify the corruption phenomenon is to develop a structural plan opposing the corruption, with establishing a Chinese characteristic power restricting mechanism at the core. Microcosmically, we should take a potent measure to prevent the corruption mechanism from operating, that is to destroy the corruption generating mechanism, restrain the corruption self-reinforcing mechanism, and smash the corruption adjusting mechanism. Macrocosmically, we should firstly reinforce the power restriction and reform the supervision and restriction mechanism in the ruling party. Secondly, we should improve the supervision and restriction system of National People's Congress, and perfect the supervision and investigation in the obtaining, performing and abusing of power. And last, we should establish the system for justice independence, and allow the effect of machinery of the law to the full play in opposing the corruption.
