This is a challenging and opportunities filled times, an era of " the survival of the fittest" and human resources competition. For new- and high-tech enterprises, the reasons of rapid development lie in knowledge innovation, technology innovation and management innovation, furthermore, the main body and source of innovation is just the person who grasps the basic knowledge and innovated knowledge. Therefore, it has been a vital point for new- and high-tech enterprises to exist and progress that how to organize high quality and intelligence talents to exert their innovated Potentiality effectively, how to find the effective approaches and system of administration of human sources and how to make best use of the "chip"-wage. It also brings a challenge to the bestirring theory and method.Taking into account the background, my article tries to make a deep research for the bestirring mechanism of the new- and high-tech enterprises in our own country, launching on the most important and most widely applied bestirring approach.
