| The electric power industry is the first foundation industry in our national economy, which is the top priority of economic development strategy in various countries. Presently, in order to meet the demand of our socialist market development, and to implement the sustainable developmental strategy of electric power industry effectively, our country's electric power profession is carrying on the electric power reform by "the power grid separation, the price competing will access the grid" .The Chinese electric power industry will further break the integrated vertical management pattern, and form the market pattern of power plant side competition, which is conducted in the testing location which include the three northeast provinces, Shanghai, Zhejiang and Shandong . The aim is to break the electric power trade monopoly pattern, to promote the reasonable competition environment, and establish regional electric power market meeting the demand of our national situation. To establish a suitable grid pricing system and monitoring mechanism in our electric power reform is the most important in my research topic.A reasonable and practical grid pricing solution is to be made in order to meet the demand of electric pricing reforming scheme in the northeast regional electricity marketï¼›And also a fair and reasonable electric pricing monitoring mechanism is to be set up too. As the first testing site of regional electric market in our country, northeast electric market is steadily developing .The current system of electric price cannot meet the demand of the electric market reform. Current pricing system in northeast region can be called as"one and a half pricing mode"in terms of the division of generating and supplying electricity. Its main feature is that electric power system price doesn't cover anything, and there is no independent price or different prices for the same grid for the attached power plants. In addition, there is basically no independent value presentation for grid transmission links. Almost attached plants have been tied with the same price. Under the market economy conditions, this kind of pricing system and mechanism has many defects and cannot satisfy the demands of deepening the reform of electric industry. In order to accelerate the commercializing operation of electric industry, attaining the goal of "the same grid,same quality,the same price" and setting up reasonably scientific "three stage pricing mode" (that is fixing pattern of power competing pricing ,transmission pricing and selling pricing), especially setting up the reasonable transmission pricing system , it is essentially that a fair and reasonable electric pricing monitoring mechanism is to be set up . Firstly this paper analyzes the features and current situation of northeast electric power market. Besides this, under the principle of "reasonably compensate the cost, reasonably determines the income, includes the taxpaying legally", a reasonable grid pricing mechanism is to be set up.An effective and standardized pricing monitoring system and supervising institutions should be established in the northeast electric networks .Only by doing that, we can prevent the phenomena of subsidy exchange among the generation,transmission effectively and we can also insure the information symmetry and the fairness , justice and transparency in the process of regulating and implementing the electrovalence mechanism.1,A brief introduction about the background and meaning of writing this paper is studied. The practicing pattern of electric power markets between domestic and foreign ones are analyzed and compared. According to the development situation of foreign countries, the point is found from which the reform of domestic market can start with. Meanwhile, the transmission pricing reform of northeast power market and necessity and possibility of pricing regulation are analyzed in accordance with current situation of regional power market.
