Joining WTO indicates that our country have marked the historic step on the global economic progress.Opening financial service is one of the WTO importantcontent according to a series of basic principles such amost-favorednation treatment, mutual benefit, in fair trade, clarity. The Chinesegovernment has made the commitment: that very year it is notlimited for foreign capital bank to do foreign exchange businessbetween region and customer respects; within 5 years cancelsregion and customer limitation for foreign capital bank to doRenminbi business ; within 5 years Cancels all living restrictlimitation for the foreign capital bank to do business and establishthe form; within 5 years practices citizen's treatment to thefinancial institutions except the foreign capital banks. This requeststhat the Chinese state-owned commercial bank must make gooduse of the protection measure in the transition period, control and adapt to the rule as soon as possible, quicken the progress of reforms oneself, strengthen the international competition ability.In order to join WTO, the Chinese commercial bank adopted some reform measures including to promote the circumspect accounting system , increase the ample rate, norm in capital legal person management construction, simplify the organization, remove bad loan, increase loan property quantity etc. But many problems still exist, outstanding day by day accompanying with foreign capital infusion, it is urgent for us to research and solve. According to the experience in the recently two years, the competition between Chinese bank and the foreign capital bank concentrates primarily in six aspects of talented person, customer, business, service means, finance supervision and net bank , combining to present the gradually vigorous situation.It looks like a blade sword that the foreign capital infuses into Chinese commercial bank. On one hand it creates favorable conditions for the financial market to moderately compete, promotes the local finance reformation, promotes the whole operation level of the local banking, strengthens the margin ability of the local financial market; On the other hand it enlarges the difficulty for our country to operate the financial macro-control,resulting in to the state-owned commercial bank in the aspects of talented person, customer, business etc. So the local commercial bank must hold tight the beneficial factor, increase financial creative consciousness, positively usher in the advanced technique, quickly outward the step to open, follow the management of unify rule of the international financial industry, push forward the development progress of internationalization and modernization for the banking.What is the total development strategy that Chinese commercial bank must make from now on?
