With the modernized continuously developments of market economy, performance management is becoming an increasingly important problem of domestic enterprises. How to handle the relation of the business strategy and performance management well effectively? The advanced method is a balanced scorecard. It is a kind of popular newly strategic management on abroad in recent years. This mode can transform strategy into an index that can be measured; Because of its own advantage, numerous enterprises adopt this kind of management mode to substitute the traditional performance management in the world. The balanced scorecard is chosen as the management theory with strongest influence from 1975 years by " the commerce of Harvard comments " In this article application of the balance scorecard in the China mobile Hainan branch is the example, we will discuss how to established the balance scorecard performance management system in the enterprises, and want to make more enterprises understand the core of balance scorecard and method of how to establish it .The purpose is to serve for enterprises of China better. This article has three parts , the main summary is as follows. In first part as the concept of performance management, it introduces some basically theory of performance management at first, and performance management is necessary .By several methods of performance management, it points out what is balance scorecard. Then it analyses the drawback of the traditional performance further, and expounds the advantage of the balance scorecard.What is called performance management, it is a systematic and organic managing system; So as to ensure to achieve organizes strategic purpose finally; It is a complicated system, include setting up, collecting, dealing with and controlling the performance data, feed backing such a series of activities as performance management; Success of performance management depends on efforts of organization and person. The balance scorecard is the new method of performance management; it solves the deficiency of traditional management system relying on financial index mainly, and overcomes limitation that simply utilizes the financial means to carry on performance management. It supplies for traditional financial index depending on performances for customers and interior, and assesses of innovating and studying activity, in order to establish the balance, and considers short-term and long-term goal, financial index and non financial index, etc. ensuring to achieve organizes strategic purpose finally.In second part, it explains the balance scorecard in detail about its design philosophy, main contents, relation of contents and operation procedures. And then it introduces the key successful factors of the balance scorecard and how to develop key performance index, at last it points out several problems that the balance card should be paid attention to.The balance scorecard requires enterprise test performance in four aspects: finance, customer, interior procedure and innovation. These aspects are not alone, but have relationship each other. In order to built the balance scorecard ,the core content is mainly developing CSF and KPI . What is CSF means to describe strategic factors that enterprises are good at , and have decisive functions to success , it is the key field that enterprises realize the strategic objective , reflect the goal that enterprises expect to reach, turn the strategic objectives of enterprises into the exact action contents .And KPI is the quantization index to assess the goal that we have reached . The balance scorecard formed by these indexes must be able to reflect exactly factor influencing enterprises' strategic success, and can announce the relationship of result between each index, point out non financial index is how to influence financial goal for a long time.In third part, the application instance is China mobile Hainan ,it detailed explain how to establish the key performance index and staff performance plan every department as unit .
