21st Century is an age which full of opportunities and challenges, an age thatsurvival the fittest and an age of the competition of human resources. The wholeworld enterprise has already payed more heed to human resources. For this fact,human is the largest and the crucial resources in keeping the superiority ofcompetition, however, how to win, keep and exert the elites becomes a generallyrecognized difficulty in the enterprise circle. All of these the most complexed anddifficult thing is how to do well with the inspiration for the employees as well asthe use of salary. From the aspect of the traditional concept, salary is a kind ofpayment of manpower cost. But in nowadays, salary has become an investment ofmanpower capital. For the employee, one can gain salary from their work is aprocess of gaining the absolute satisfaction. What they expect to gain is not onlythe salary of quantity, quality and structure, but also a kind of satisfactionincluding the satisfaction of material benefit the satisfaction of human's dignity,the satisfaction of self value and the satisfaction of recognizing affection and etc.All these always are restrained by the exterior environment, interior condition ofthe enterprise and the concrete circumstance of the employees. One of the mostimportant secret for a successful enterprise which keeps developing is to set up arational and effective. Salary managing system to gurantine the competitionsuperiorty of the human resource basically and to transfer it into the superiorty ofthe market competition.The paper is about to redesign the salary system according to the foundation of studying and analyzing the original one of China Pacific Property Insurance Co,. Ltd Jilin branch, and try to find and create a set of Salary System which has a common meaning for the Chinese Insurance Industry to gain the competition superiority in the fierce competition of the elites market.The reason for choosing CPIC Jilin branch for the example is that 1. CPICJilin branch occupies the second's insurance enterprises in the insurance market ofJilin Province. It has certain account of representativeness. 2. CPIC Jilin branch isstudying to create and to perfect the modern enterprise system, this paperpossessed the realistic meaning.The whole paper divides into five parts. Chapter 1 is the introduction.Chapter 2 is about the current situation and analysis of salary management in CPICJilin branch. Chapter 3 is the designing idea of salary management in CPIC Jilinbranch. Chapter 4 is the implementation of the salary designing.In the first part, it mainly introduces the putting for ward of the question andthe meaning of the thesis. In the fierce market competition, how to set up thecompetition superiority of this company possess the core competition of theenterprise? How to make our own enterprise have a high light in this fierce marketcompetition and become an outstanding once among these enterprises? How toattract, retain and encourage the elites? How to keep the rational accumulation ofthe benefit of enterprise and the effective inspiration for the staffs. These are allinvolved in a central problem of human resource management, which is the salarymanagement. To set up an amplified modern financial system to realize the healthydevelopment of finance, high-qualified financial elites are indispensable. Butcomparing with the high-speed developing financial industry, the shortage problemof elites becomes a disadvantage in the development of financial industry. Take theinsurance industry as an example the shortage of Chinese insurance elites closelyrelated to the fast development of this field. Taking CPIC Jilin branch for anexample.
