| Metallurgical Institute of Jilin Province was established in the last phase of 50's of last century, which is a business with the kind of study unit. In the past more than 40 years, the institute has obtained the certain score in sparse soil, colorful and precious metal science study, particularly occupying the certain position on our gold science study. As the three times important technique in profession in gold progresses which is all to be led off by the institute first, achieves successful experiment and is applied to the production, it obtains obvious economic performance and social performance. During the period in which the planned economy was turned into the market economy, the institute also practices in 80's the business enterprise that settles a dispute industry unit. With the reforming progress in 242 institutes belonged to 10 National bureau which are managed by the national economic trade committee, the institutes belonged to Province are also requested for putting forward reforming, and the institutes positively act, most officers and workers also want to complete the reforming very much, but because of conditional restrict in ever area, the reforming is proceeded nearly four years without any result. According to this kind of circumstance, together with our country policy and the actual of the institute, this thesis is written in order to give certain leading meaning of reforming to the institute.
