| Constructing Great Dalian and revitalizing the old industry base is the essential strategic task confronting Dalian industry lines. If Dalian metallurgy industry can make further development under the new situation and how can it develop, this is an issue attracting the attention of insider of this field and relevant departments.This paper follows the issue of developing Dalian metallurgy as its backbone, analyzes the situation and trends of the development of metallurgy industry in the world and the rapidly developing metallurgy industry in China as well as the gap between them, expatriates the main strikes and challenges Chinese metallurgy industry faces after China's entry into WTO. This paper also analyzes the industry characteristics, advantageous conditions of Dalian metallurgy as well as problems and opportunities Dalian metallurgy is facing, after reviewing the history of Dalian metallurgy's development and evolvement of industry structure after the carrying out of the "opening and reforming" policy, answers questions about how to understand the evolvement of Dalian metallurgy industry's structure. This paper, based on the actual situation of Dalian metallurgy industry, focuses on analyzing the foreground of main products in market. In view of the overall strategy of Dalian, this paper specifically proposes that the basic orientation of Dalian metallurgy industry is to develop refined steels, of which the representing products are excellent special steels and further processed steels.
