The Report of China Top 1000 Companies in Manufacturing Industry in 2004 shows that only the enterprises can be posted up on the list whose sales are more than one billion RMB. The sales of China Baosteel Co.,Ltd. and China First Automobile Co.,Ltd. listed at the first place break through 120 billions RMB. This indicates that the enterprises in China have made quite great progress. But we must be cognizant of there being gap between enterprises in China and the top 500 in the world. However our enterprises want to make progress continuously and walk up to the world, even to exceed the multinational companies who lead the world tide, there is a long distance to walk and existence not only luminosity but also opportunity and challenge in the front. So the problem urgent to be resolved is to strengthen competition capability,elevate immunity capability. And all the shoot comes from the enterprise itself's Executive Ability. Executive Ability is the knowledge on how to accomplish tasks, it puts strategic layout into practice. And it originates from the enterprise leaders and is first mastered by the leaders themselves, and then brings along the organization to form a kind of strategic executive ability. It consists of a set of abilities of behavior and technology. It answers the universal question between management and market competition. That is why some enterprises succeed while others fail? In the same market economy environment whose features are change,speed and crisis, many enterprises confront the same markets and clients, adopt same measures and strategy, why the outstanding achievement differs so? Some enterprises become big from small, strong from weak and others turn small from big and weak form strong, the key factor is "no executive ability, no competition ability". Executive Ability is an important factor to decide an enterprise successful or failing, and it is an important section of the enterprise competition ability in twenty-one century. In the drastic market competition, the enterprise's executive ability will decide it blossom or downfall. The predecessor chairman and CEO of IBM had deep expression on it, he said: "Execution is hard, difficult and trivial thing, it needs to make the company machine forward meter after meter, kilometer after kilometer and milepost after milepost. Therefore, from execution to accomplishment,adopt action are the most unbeknown skill for a business leader."The enterprises in China understand Executive Ability only from the conception,and how to execute has puzzled many enterprises. China is a traditional agriculture country,its base culture is Confucian culture, most of enterprises are turned modern companies from state enterprise. After 15th meeting of CCP, the government takes measures for example reform, recombine and conformity and so on to transform the state enterprise to Co.,Ltd. or join-stock enterprise. In the new companies the personnel makeup is rational, debt and social burdens are lightened and property structure is multidimensional. But there still exist phenomena like conception got behind, no strong competition consciousness, and waiting,relying,want idea. So people want to ask whether the enterprises have Executive Ability or not, and where lies the future of them. We find three causes through analyzing the cause conducing no executive ability, the first cause is the culture, for example: insipid culture,face culture,human culture,able person culture,acquaintance culture and equalitarian can be seen everywhere. Because these cultures are bred-in-the-bone, they directly affect the employee's faith and behavior, so the Executive Ability of the enterprises is greatly discounted. The second cause is the regulations. The regulations design brings on the execution problem. The third is the management, the ability of the manager leads to execution problem. The key point of Chinese enterprise execution is that people only do the things you want to inspect not the things you hope them do. Those new leaders coming...
