Public services marketization leads the market mechanism into the domain of public administration. In essence, it uses market mechanism as a "invisible hand" to overcome government malfunction which is regarded as a "visible hand". Public services marketization is a new stage for dealing with the relation between government and market which jumping out of the either-or traditional thoughts, achieving the complementary superiority between these two mechanisms. Transforming the two-spot separate pattern which government supplies public services but market supplies private goods and services. It's a brand-new thought and government management theory. To research it has great theory value and praxis function using for reference.There are three sections in this dissertation. It elucidates the meaning Causes of the act Intention of public services marketization in section one. The second section describes and assesses the practice of public services marketization in western countries and developing countries. And summarizes the experiences and lessons from western countries public services marketization on the basis of their practice, and points out that they should have good base where has a perfect market and all right society organizations. They need enough knowledge and correct stratagem, strong reform wish and effective organizations. They should perform the reform according to laws and focus especially on public benefit and so on in the third section. It shows us some countermeasures about the public services marketization for china. Chinese public services marketization are both necessary and feasible. The main countermeasures are here : To accelerate the relatively separation between" making-decision" and" performing" ; To definitude government duties in public services marketization reform; To introduce in competition mechanism in the inner public departments; To boost voluntary investment andcompetition mechanism in the inner public departments; To boost voluntary investment and push the marketization of infrastructure construct.The main innovations in the thesis list here : (l)To excavate the stimulating reasons of public services marketization with a new angle of view; (2)To illustrate apocalypse significance from the public services marketization in foreign countries for China;(3)To express some opinions about the countermeasures design for Chinese public services marketization.
