70 years of the 20th century, Western countries have emerged economic "stagflation" and the crisis of confidence in the government, led by Western countries on the traditional supply of public services model into question. The emergence of public choice theory, put forward the "government failure" theory, new public management theory that the Government's shortcomings can be offset by the market by introducing market competition, incentive mechanism, improve the function of government to the public to provide more quality services These theories propose models for the new Public Service proposed the theory foundation.Western countries decades of market reform in practice, there have been a variety of possible market channels, such as:user fees, contract outsourcing, franchising, internal market, the voucher system, subsidies, some of the ways has gradually matured and a daily mechanism. Since the reform and opening up of China, also conducted market-oriented reforms of public services, of course, have yielded results: in order to break the monopoly in some industries, through the franchise and introduce competition; or outsourced the production of public services to private enterprises; or the implementation of user fees to improve the efficiency and equity of public services.However, in general,As the public service reform in China started late, not enough experience and knowledge, our process in the market are still quite inadequate. Therefore, how according to China's national conditions, have the purpose of absorbing foreign experience, through the introduction of market mechanisms to change our mode of service of all local governments to improve the efficiency and fairness of public service is also very necessary.Based on the conclusion drawn in the analysis of local public services, our current market problems:weak awareness of public services, some local governments; local government public service inefficiencies; lack of diversification of the main public service providers; lack of public accountability, corruption breeding; public service market lead to social equity.Market for local public services, problems, a number of reform measures pr oposed in this paper:Speed up "most of the system," the pace of structural ref orm to promote local government; expanded response, stronger government res ponsibility;Improve the supervision mechanism, the parties to accept supervision; improve the public services market, the legal mechanisms; build multiple main public service system; increase the social organizations to participate in market-oriented public service efforts; strengthen the community-based public services; build the government, market, society three interactive mode.
