The Study On The Issues And Solutions Of Liaoning Province's Electrical Administration Constructions

E-Government has become an irreplaceable part of the informatization since it was built in China. By carrying out E-government, reorganizing the work procedures of the governments, rebuilding the construction of the governments, E-Government has changed the traditional office, enhanced the work efficiency and promoted to open and share the information and resources among all the departments of the governments. At present, developing E-government has become a necessary trend of the modern governments' management. Under the pressure of globalization, the governments would face more and more chances and challenges. So enhancing core-completeness of the governments will become a big problem which is desired to be solved. However, the development of E-government could promote the comprehensive competition of the governments and China in this informatization century and could let more resources flow into our country.Compared with the developed countries, E-government in China is developed much later and less of achievement. Although E-government in China has gotten some achievement in the past ten years, most of the research of the local governments is still macrograph. And the actual effect of Chinese E-government is not very obviously, which still needs comprehensive and strong theoretical basis and to pay more attention to the exploration in practical. Based on our national conditions, this article analyzed the current situation of E-government in Liaoning Province. Emphasizing on the problems of Liaoning Province, it made some reasonable analysis and discussions, which is aimed to propose more plentiful, richer and much comprehensive suggestion and solves to the E-Government of Liaoning.Based on the literature, the perspective of public administration e-government construction in Liaoning Province were analyzed and discussed. First of all, it introduce the theoretical back ground, significance, analysis situation of China and abroad, analysis methods and innovation points of this article. And then starting from the related theories of E-government, it explained the main content and substance of E-government and the difference between traditions. It mainly analyzed the significant meaning of establishing E-government in China which built up the following contents. Secondly, it introduced the situation and problems of the E-government in Liaoning. Taking several cities in Liaoning as the examples, it concluded three problems of E-government development. At last, aiming at the problems and difficulties, it provides concrete and overall thoughts and specific strategies to solve these problems mentioned above.By investigating and analyzing the situation of E-government of Liaoning Province, it holds that the development of E-government of Liaoning is still at the primary stage in China. Although we has passed the beginning period successfully, but the achievement and difficulties coexist. It needs the government and public to make a great effort together by constructing E-government which is in order to promote the comprehensive and balanced development of politics and economy of Liaoning.
