The Research Of The Way To Evaluate The Tender Of The Bill Of Quantity

At July 1st 2003, the national standard of <( The Standard of Constructional BOQ )) was applied in our country. This indicates that the tender of constructional project of large and medium-sized which will be invested by government or mostly by government must use BOQ. The method according with the standard of the world promotes competition, drafts the standards of reasonable price and increases the benefit of invent. As the result, the BOQ will be applied in all of our country. So how to evaluate the tender is very important.In this paper, at the first, I review the past of the tender evaluation, explain development of bid market and existing problem since the reform and opening-up of our country, introduce several current tender evaluation research state of method abroad , recommend domestic tender evaluation method studied the situation at the same time, and explain the important of the way to evaluate the tender; At the second, I introduce some concepts met in the inventory bid course of amount of project, for instance: bid, submit a tender, opening of bid, tender evaluation, winning a bid, and expound the fact project measure meaning , function, require and in common use project amount form of expression, and I enumerate the common form in some project amount inventory ; At the third, I introduce the basic method that the inventory of amount of project calling for bid and several main advantages calling for bid of amount of project carried on, and valuate and press the difference of valuating to the project amount inventory by norm, form, unit project divide , introduce the demands of the mode that the project amount inventory valuates and reasonable quotation mode, namely describe the necessity that the inventory of amount of project implemented calls for bid , then I illustrate the important of utilizing BOQ.When I illustrate the methods of the project bidding evaluation, at the first , I explain the qualification evaluation before the project bidding evaluation , and the content included mainly in the procedure of pre-qualification that is often adopted and pre-qualification file; at the second, I illustrate the ration , and quote the analytic approach of the level and expert's point system to describe ; at last, I put forward a comprehensive evaluation method , introduce several kinds of commonly used fuzzy operators, namely set up and judged the mathematics model fuzzily synthetically , and put this method into reality, through stating using the method concretly of this model forexample, and it is multi-level to introduce and judge the method synthetically. Finally , I express the tactics between the entering a bid and bidding evaluation , and put forward the important for the bidding evaluation to keep secret.The comprehensive evaluation method is based on fuzzy mathematics theory, and transfers the qualitative evaluation to the quantitative one. This method solves the problem of combination between qualitative and quantitative evaluation existing in the original method, thus makes the evaluation method more comprehensive, rational, and scientific. At the same time, this model can also be applied to other similar evaluation issues.
