The multi-objective decision-making and comprehensive fuzzy evaluating tenders' methods suitable to the tendering of the bill of quantities volume as well as to the general purpose of the construction project are raised. Under the new figure system, the evaluation index system is set up, it can evaluate tenderers' competences comprehensively, objectively and systematically. With the Analytic Hierarchy Process, the various complicated problems influencing the evaluation indexes are divided into several characteristic indexes and then these indexes are grouped into an orderly hierarchical structure. After comparing the indexes one by one, the comparative importance of the indexes are determined. Thus an objectively evaluation method takes the place of the subjectively given evaluation method. So the objectivity and accuracy is largely increased and the influence of subjective elements decreased. Under the fuzzy theory, the comprehensive fuzzy evaluation model of construction projects is established and the uncertainty resulted from the difference in evaluating the bidders solved. Besides, multi-objective decision-making and the comprehensive fuzzy evaluation software greatly enables the practivity and operation of the method.
