The real estate industry is the supporting industry of national economy. It is the one of "focus industry" that is more concerned. With the rapid development of national economy, the real estate are inclined to activity, its growth rate has been higher than the increased rate of nation economy in the same time. But many problems appeared because of the more larger and rapider development, the developers were confronted with huge difficulty and challenge for the high investment failure rate and descending investment yields. For this questions, some experts brought forward to strengthen the project feasibility evaluation, but there are many problems in the actual application of project feasibility evaluation , and it al so has many flaws that need to be mended. To exert its function for the project decision and project management completely, this article put forward a entire process project evaluation method - project dynamic evaluation.Through the analyzed the reference literature from native and abroad, considered the actual condition of real estate development, this article combined the feasibility evaluation and implementing process evaluation, form a dynamic circle network, and the elements of dynamic evaluation are mended and modified, namely:(1) The need concept frame aim and meaning of project dynamic evaluation is elaborate discussed, and then put forward the concept explaining chart and exerting pattern' s frame.(2) On the base of the discussion on the concept and limitation of Pre-project evaluation, this article pointed out exerting the dynamic evaluation of project feasible need and project risk, and tried to consummate the Pre-project evaluation from the application of project financing pattern and the selection of project implement management pattern.(3) According to the status function and emphasizing point in the project exerting process, this article put forward to implement interim-evaluation from the development and supervision respectively.(4) From the point of development and supervision respectively, synthetically using the knowledge of project management grey mathematics real estate development and so on, elaborate discussed the project feasible need project risk dynamic evaluation and the interim evaluation of phase implement result, bring forward the new evaluation method. On the base of project interim evaluation, put forward and discussed the optimizing evaluation for the implement process. Included the forecasting evaluation and the adjust of project goal plan.(5) Extended the concept of project dynamic evaluation, bring forward the developer's dynamic evaluation.This thesis combines theory and practice, in search of the intercross and combination of subject. Through the research of real estate project dynamic evaluation, enrich the theory of project evaluation, to provide the effective tools and great support for the developer and supervision to strengthen the project decision and management. It has some practical implications and reference values.
