Study On Index System And Method Of Project Interim Evaluation For Highway Construction In Ningxia Province

In recent years, the primary representation of completed highway in our country is a ubiquitous tend of pavement layer dilapidated of completed expressways in the early stage because the process management of the project is neglected. At the mean time, there are huge losses in the investments of the country. As the macro governor the construction management departments feel difficult to control the project construction process and to do synthesis evaluation without index system of project interim evaluation and the method of evaluation in the face of lots wrights and supervisors.First, the elements and characteristic, actuality and insufficiency of project interim evaluation were studied in theory in this paper. Then the basic evaluation contents of project interim evaluation were established based on the main management contents of actual situations of highway constructions in Ningxia, that were quality evaluation, pace evaluation, cost evaluation and management (supplement) evaluation. Based on this, the index system of project interim evaluation was built. In every basic evaluation, the index and the evaluation method were built and analyzed respectively. The critical index of actualize effects of highway constructions in Ningxia were chose. The evaluation methods conquered the disadvantages of common methods in used in our country. The qualitative and quantitative evaluations were combined. The evaluation was applicable. Especially in the analysis of the pace evaluation method, adopting the program evaluation and review technique(PERT) in the interim evaluation was put forward in the paper. At last, using the analytic hierarchy process(AHP) in the synthesis evaluation on the results of four basis evaluation. Reflecting the evolutional situation of the project by a final evaluation value is advantageous to appraise though comparison, reward and punish the wrights by the construction management departments. The actual evolutional conditions were reflected in the index system and evaluation methods through the probation of Ningxia project in the paper.The study of the paper was based on Project Management, System Engineering and other subjects. The index system of project interim evaluation was built suitable for the actual conditions in the highway constructions in Ningxia and the chosen evaluation method was applicable in all.
