As the importance of modern judicial concepts, which is the foundation of pursuing for legal system, has been widely acknowledged in the world, it is necessary for the judges to build up these concepts on their way to judicial reformation. This paper tends to shed light on the features of traditional Chinese judges'way of thinking and on their differences under the system of two-level legal system through the analysis of the definitions of modern judicial concepts and its relationship to the judges' thinking;and shed light on the judges' should-be situations under the circumstance of modern judicial concepts, that is to say, their thinking should be legal,regular, neutral, passive, conservative, independent and in order and in general; and shed light on the ways to construct the judges'modern professional thinking so that they can meet the needs of reformation and the needs of this transitional period in the society.
