Administrative License System Reform In China

As a method of managing society, today's administrative license system once played an important role in the specific times. However, with the deepening process of reform and the establishment of market economy, the shortcomings of the system becomes more and more distinct. In November 2001 the State Department held the meeting of administrative license system reform, emphasizing to speed up the reform. Since then, the administrative license system reform has been the hot point of administrative system reform. The local governments have practiced actively and renovated boldly. Simultaneously, the academe has made a series of research and discussion. Till now, the reform has got into the period of deepening and renovation. At present, The administrative License Law of Peoples Republic of China will soon come into effect, so it is necessary to review and summarize the reforming fruits in the academe and the local governments. On this basis, we can find some problems and make some suggestions.The essay tried to summarize the experience of reform from both aspects of theory and practice, finding the problems of the reform and making suggestions and solutions for further reform. At the same time, the essay made a general introduction to the foreign theories and practice about administrative license system so as to use them for reference.The foreword and the first chapter mainly focused on summarizing the theories of administrative license system, including the general introduction to the research of administrative license system reform and the comparative study about this question.The second chapter sirnply introduced the background and the purpose of the reform. The third chapter mainly focused on summarizing the reform practice of the local governments, mentioning their main methods and the achievements. At the same time, the essay also pointed out the new problems and the reason for these problems. The fourth chapter firstly introduced the experience of administrative license system reform in western countries such as Britain and the United States. Then the essay generalized the experience of other countries worthy using for reference. The fifth chapter made the suggestions and solutions from institutions and modes to regulate and renovate.
