In this paper, we deeply analyze the international railway transportation Company situation, such as Japan, European, American industrial developed country. These country how to develop their this traditional industry and the pattern. Their up and down division pattern play an important role on competitive mechanism, the developed country' high speed railway' situation and construction. The international railway transportation Company development is close to their industry development, the market mechanism is very common. But domestic railway transportation is most monopoly industry, at present, the pattern is railway & network, passenger and commodity combination. Our country resource and ability for railway is not enough, in the coming year, the highway and airplane develop very quickly, they break the old structure for transport, " the NO. 1" for railway is faced challenge. The character for railway industry is sole, so every country government gives more attention to it, they affect this industry through economic, lawful, administrative policy more or less. In our country the transport railway industry is always monopolize, in spit of they got development in past years, at present they still have some serious problem: scale is not economic, competitive is not enough, the product quality and class is lower, industry structure is not reasonable, labor is not high effective. In order to solve above question, we must make an effective development strategy according to scientific strategy management theory. In order to give railway company good long term plan, must abide good strategy theory, accept SWOT analysis way: analyze China railway company outside opportunities, threats, Inside strengths, weaknesses, direct against above, advise SO strategy, WO strategy, ST strategy, WT strategy. On basis of poter' five-force framework, such as supplier\consumer\replacement\incomer\industrial company, make the last decision for China railway company' s strategy. That is cost leader (the core strategy) and difference product (important strategy), cost leader strategy acts as the core strategy, the main way is to speed up locomotive and coaches, strengthen the economic results, time results, cut down cost, get competitive advantage. The fifth railway speed up has affected the transport structure, country economic, people' life. At same time, cut down cost, make profit, speed up railway transport development. system reform supply a good origination . Product difference strategy: the main policy is as following, "Z" coaches satisfy demand for economic development, business, tour; express coaches between city are convenience, quickly, express goods truck support our country economic development, container special train gives a strantegy spot in order to large our transport ability, realize brand train.produce difference strategy changes the old stucture, people' strational mind, recover railway position. One word, this paper use strategy mind to study the old trational railway industry, benefit for our railway transport company for reference.
