Strategy management is a series of strategic decisions and tactics whichcan decide the performance of the enterprises. Including environmentalscanning(external and internal) , strategy formulation , strategyimplementation and strategy implementation. The study of the strategymanagement often starts from the analysis of the internal environment ,finding out strengths & weaknesses, then to inspect and evaluate theexternal environment to ascertain opportunities & threats. At the beginning,researchers lay particular stress on the study of business strategy ,butnow ,along with the enlargement of the size, increase of administrativelevels, and the acute changes of the external environment, the enterprisesmore and more concern the formulation of the development strategy ,becauseif without scenarios, the enterprises only rely business success onintuition strategy , the cost caused by missteps will be greater and greater,and even can bring terrible economic breakdown. In order to avoid thesecrisis and to build their permanent core competencies in a queasyenvironment, the enterprises are urged to think much of the study of thedevelopment strategy.Aiming at the current problems in Shandong C.P.Freda Phar.CO., ltd., and starting from analyzing the internal environment of the company, the author equitably find out the strengths & weaknesses existing in the company ,and also impersonally speculated the opportunities & threats by the SWOT analysis, then put forward the development strategy .The analysis and the opinion of this paper, not only have practical and instructional function to the development of Shandong C.P.Freda Phar.CO.,ltd.. but also provide theoretic, practical and helpful reference for development of the other domestic enterprises in the same industry in face of WTO, and therefore have general application value .
