With coming of the knowledge economy, enterprise management has entered into culture management, corporate culture is playing more and more important role in enterprise management. More and more rulers have realized: there are more and more obstacles in enterprise management if only relying on strict regulation, and only cultural management can ensure company's consistent development. In today's world, all of successful companies have excellent culture, such as Haier, GE, etc.Cultural management bases on the theory of corporate culture. Theory of corporate culture is a theory of enterprise management which is human orientated , which focuses on human management, which put the principles of respecting, understanding, regarding and trusting employees into practice in management, which attach importance to employees' incentive, training, performance, recruiting and promotion. It also emphasizes that corporate core competency is its core value that all of its employees embrace, and this core competency will ensure corporate development in severe market competition.Baoding Banknote Paper Mill is the largest in China, which has scientific administrative system. With the enterprise entering into market economy, its administrative system and value has not been suitable, and the key issue is value. It's true that this issue is ubiquitous in most state-owned enterprises. So we choose Baoding Banknote Paper Mill as the target, to study the relationship between construction of corporate culture and transformation of the state-owned enterprises, to study how construction of corporate culture ensures implementation of strategy.The key work of corporate culture consulting is to design the essential system. With extensive investigation and research, the author analyzes the internal and external circumstances in detail, then design systematically vision, corporate value, corporate philosophy, style of work, corporate spirits, corporate morality, management ideas. On the basis of the design of essential system, the author also designs regulation and implementation plan. Especially in the design of regulation, the author designs staff relationship management and communication way, so that this plan can promote implementation of new corporate strategy.
