Research On Procurement Mode Of Qualification Certification Based On Supply Chain In Tobacco Enterprise

Supply Chain Management has become the hot topic in industrial and academic area. On the background of procurement and supply chain management of tobacco enterprise, procurement mode of qualification certification based on supply chain is the research objective of this paper. The paper compares qualification certification procurement mode to traditional procurement mode and bidding procurement mode, and expatiates operation mode of qualification certification in tobacco enterprise. Its intention is to offer direction of theory and method for tobacco enterprise implementing effectively qualification certification procurement mode. With regard to methods of supplier selection, the author of this paper imports a model of evaluating and selecting supplier; the model emphasizes significance of vendor selection based on the Euclidean Norm. The model can be provided with more effective method than previous method, for that the model makes the most of the advantage of analysis hierarchy process (AHP) that integrates the strongpoint of quantitive evaluation and qualitative evaluation, and makes use of Fuzzy Theory and Euclidean Norm. The model is a new theory about vendor selection, which can be applied widely in the future.The main work of the paper is as follows: firstly, the paper discusses research and application status of qualification certification in tobacco enterprise of China and foreign tobacco incorporate. Secondly, the paper indicates the track of development of procurement theory and method in tobacco enterprise, by comparing qualification certification procurement to traditional procurement and bidding procurement, and illuminates status and function of qualification certification procurement under the condition of supply chain management. Then, Shanghai tobacco group is made a prototype; the paper depicts operational flow of qualification certification, and which is related to some problem. Lastly, this paper introduce model of vendor selection and its basic arithmetic under the circumstance of qualification certification, and the paper utilizes a example to narrate in detail application process and methods of the model, analyzes result of application at the same time. The author of this paper makes use of the evaluation method based on the Euclidean Norm that stresses qualitative and quantitive factor related to vendor selection and is optimized by Fuzzy Theory and so on, so the result of the model will be more reliable; the model is a new chance in tobacco industry.
