Study And Realization On EC-Procurement Management System Based On Supply Chain Management

This paper, on the theoretical and methodological basis of modern logistics and supply chain management, business process reengineering and E-Commerce, brings forward a new mode for material procurement and procurement management based on supply chain, then according to that, reengineers scientifically old procurement organization and procurement flows and gains the realization of centralized procurement and aggrandizement of examinations during procurement-plan constitution and procurement. Then this paper proposes to apply advanced information technology and E-commerce techniques to study and realize procurement management system on E-commerce, and makes enterprises procure online, consequently decreasing procurement cost, promoting procurement speed and strengthening procurement control.Through full investigation and research on ChangQing Oil field Co., this paper taking the Procurement Management System of ChangQing Oil field Co. as an example, studies and realizes an applicable procurement management system for E-Commerce. This system is an application of techniques of Internet and WWW and it is based on B/S structure (Browser/Server). It is realized with some dynamic web techniques such as Java, JSP, and developed with the framework of MVC model and Kona architecture. This system is an integration of many function modules, such as propaganda, material plan management, examine and approvemanagement, contract management, supplier management, inventory management, bidding management and finance management, realizing the connection with no gap between network and procurement flows inside and constructing supply chain system, so that it makes digital, scientific and electronic management of procurement.This paper provides the analysis of function requirement and the design of database, function modules, system framework, key techniques and network platform in detail.
