Research On Vendor Selection And Procurement Strategy Of Disaster Relief Supply Chain

The natural disasters are occurring more frequently and expand all over the world,causing more and more harm to human health, life, property and the environment.Humanitarian aid of rapid response and efficient implementation has become the main way torelief these hazards. Every part of disaster relief such as storage, transportation, distribution ofrelief materails will directly affect the effectiveness of relief and influence people’s lifesignificantly. Therefore, how to choose the suppliers correctly and complete the optimalprocurement quickly with limited capital are crucial.This paper mainly focuses on the procurement of disaster relief supply chain.Firstly, introduced concepts of emergency logistics&its major activities and concept&characteristics&participation&trend of disaster relief supply chain based on the review ofliterature.Secondly, given some general examples of supplier selection methods, such as analytichierarchy process, data envelopment analysis, grey correlation degree method, heuristicalgorithm; After the comparison, chosen AHP for preliminary suppliers selection of reliefmaterials procurement; Combined with the characteristics of relief supply chain, given adetailed statement of the evaluation index and alternatives’overall weight setting.Thirdly, discussed purchasing methods based on supply chain theory such as e-bidding&e-procurement&joint procurement, stated status of emergency material procurement ofChina and foreign countries. What’s more, invited the suppliers who rank top of AHP phase tobid in the electronic combinational bidding and determine the final winner. The specialdemand of disaster relief materials supply (time, quantity, quality, price, etc.)should be takeninto consideration through the whole bidding phase, always set maximizing the timeefficiency and need satisfied rate as goals.Finally, showed some experimental analysis of purchasing strategy which combining ofAHP supplier selection method and electronic combinational bidding, summarized themanipulability and supporting conditions. Also, given some summary and outlook for thefuture work of the whole paper.
