The Power of Appointment and Removal of Personnel of the Local People's Congress is referred to a kind of power, in which the Local People's Congress and it's Standing Committee can elect, appoint and recall the personnel of organs of state and the personnel of other public office in accordance with the extent of authority and the procedure, which is authorized by the constitution and the laws. It is one of the four authorities of the Local People's Congress.The Local People's Congress exercises the Power of Appointment and Removal of Personnel by law, which is decided by our state nature and system of government; which is the positive demand of the administer a country in conformity with law; and which also embodies the important principle of our people master our country. The paper is divided into there parts. Beginning with theoretical analysis, the paper firstly expounds its procedure,principle,characteristic,meaning and effect systematically.
