China Local People's Congress Standing Committee Organization Research

For local people's congress, the organization construction mainly includes two aspects, on the one hand is the personnel agency, on the other hand is the settings of internal institutions. Subsequently, with the continuous improvement of the people's Congress system, local organization law has been revised in 1982, 1986, 1995, 2004, 2015, a lot of problems have appeared during the period, for example, the Standing Committee of the age structure, knowledge structure is not reasonable, or internal organs and functions are not consistent, but the overall tend to continue to improve.In recent years, the national democratic political system has developed rapidly, although the organization construction of the Local people's Congress Standing Committee has been well developed and improved, but many problems still exist in the personnel agency and the settings of internal institutions.From the theoretical consideration, it may be due to the relative lag concept, leading to the entire organization does not effectively play a role. In practice, the construction of local people's Congress Standing Committee is insufficient, many advanced practices have not been effectively promoted and applied, hinder the further improvement of the local people's Congress Standing Committee.This paper mainly includes the following four parts:The first part, origin of tracing theory. The changes of the legal text mainly reflects in the local organic law, on the basis of local organization law in 1979, the local organization law has been revised in 1982, 1986, 1995, 2004, 2015, eventually formed the latest legal version now.The third part, the problems of the description. The existing problems mainly include two aspects: personnel structure and internal mechanism. From the personnel structure, many problems are existed, for example, members are too old, a high proportion of part-time, many members are transformed from leading cadres, high proportion of Party members, knowledge structure is not reasonable; From the perspective of institutional settings, the number of working institutions is relatively small in some areas of the NPC Standing Committee, Regional people's Congress in the establishment of institutional settings chaos, the number of dispatched work institutions is small, there is a tendency of "heavy comprehensive department and light business department".The fourth part, put forward suggestions, mainly include: in the respect of personnel structure, reduce component members age, reduce the proportion of the members that transformed from leading cadres, reduce the proportion of party members, optimize the knowledge structure; in the respect of internal institutions, increase the number of working institutions of the Local people's Congress Standing Committee,unified work organization, service organization, increase the number of local people's Congress dispatched work, attach importance to the construction of "business department" and promote the development of "business unit".
