Stand by promoting reform organizational structure, also according to the State Council's policy of Dividing Subsidiary Business from Primary Business (ZhuFuFenLi), the Fifth Bureau of China State Construction Engineering Corporation(for short of 5BCSCEC) has drawn up the Strategy of ZhuFuFenLi .But as re-checked this strategy, it found on the one hand, this strategy does not progress smoothly for some reasons; on the other hand, along with our domestic construction market is accessible to foreign competitors,the management model of construction enterprise is changing, those poor-prepared which fail to phase in reform of their operation will be inevitably washed out, therefore, it urgently requires 5BCSCEC to achieve a perfect understanding of the present situation and implement strategy more effectively to adapt this changing situation.This paper selects 5BCSCEC 's strategy of ZhuFuFenLi as the question for discussion. Employed the theory of strategy management, this paper firstly analyzes briefly the present situation of 5BCSCEC and the trouble of implementing strategy, assess the external and internal environment of implementing strategy, proposes a strategy keypoint. Secondly ,this paper discusses the execution of strategy, which features three keys in carrying out this strategy: identification of primary business , reformation of subsidiary business, restructuring of value-chain for primary business. Thirdly , this paper probes into the control of strategy and procedures to divide subsidiary business from primary business.
