This article is positive study of human resources performance assessment and construction of stimulation mechanism for the Middle-South Petroleum Bureau which is a subsidiary corporation of the petroleum and chemical group of China. The objective of this article is to find out a method to solve the existing problem of the Middle-South Petroleum Bureau.First I discussed the development of management theory, then analyzed the development of modern human resource management theory, at last took up the theory and practice of human resources performance assessment and construction of stimulation mechanism.During the analyzing of present situation of the Middle-South Petroleum Bureau , I first emphasized the directive role of strategy to other function, second I pointed out that it is very necessary and urgent for the Middle-South Petroleum Bureau to strengthen e its strength.By analyzing the present situation of human resources of the Middle-South Petroleum Bureau , I also pointed out that human resources shortage is the key bottleneck for future development of the Middle-South Petroleum Bureau, the exposition above also foreshadowed the discussing below.Before the exposition of human resources performance assessment and construction of stimulation mechanism, I laid special stress on analyzing the systematic problem of performance assessment, at the same time I also made clear the directive role of organizational framework functional designing and breaking -up and job analysis to performance assessment, I also emphasized the systematicness of the organizational management.This article includes two major parts, first is the performance assessment system, second is the stimulation mechanism. It is not only probing of the theory, but also the discussing of concrete means . method and technique of performance assessment and construction of stimulation mechanism. By the discussing of this article I tried to find out a method to solve the actual problem of Middle-South Petroleum Bureau, at the same time I also hope that I can provide an effective train of thought for other government-owned corporations which are confronting the same problem of human resources shortage as Middle-South Petroleum Bureau.The key points of this article are as following: the directive role of strategy, achievement guiding organization atmosphere and the effective combination between the performance assessment, stimulation mechanism and the organization system.
