After China joined WTO, eleven national power corporations began to run, which symbolized the competition has been brought in the power trade, in the prices on the power net and in the separating power plant from the power net. As for DaQing Power Plant, the challenge caused by the reform of National Power is great. First, the trade monopoly and the plan partition have been broken .,and the pattern that much attention was paid to generating electricity ,but not to the market , doesn't exist any longer. Secondly, the equipment aging of DaQing Power Plant exposes the rapid growth of the hidden perils in safety, which will make the Plant face the pressure from the great cost. Thirdly, the professional technicians with high quality and high level are in great need. In the new situation, the future of DaQing Power Plant and the opportunities exist together with the challenge. If intending to improve the competition in the market , we must carry out the strategy that talented persons in the specific fields will make the enterprises more powerful, and it's necessary to set up the human resource management system , which is fit for the requirements of the modern enterprises. Anyhow , the practical performance evaluation and stimulation are always the key points .This thesis is based on the theories related to the performance evaluation and stimulation . First of all, it analyses the problems and the difficulties in performance evaluation and stimulation to the professionals in DaQing Power Plant , and it gives some models for the performance evaluation and designs the standards of evaluation as well. Besides, it confirms the importance of the essential factors of evaluation. After being used in reality, it proves feasible and practical. According to the analysis of the results of evaluation, it brings forward the countermeasures. Secondly, it constitutes ten specific measures based on studying the relationship between the performance evaluation and stimulation, combining the reality of the professionals and within the limit of the permission of policies. The ten measures can be used in the daily management of human resources, which plays a better role in stimulation.What the thesis mentions will be of great value to the management of professionals' performance evaluation and stimulation in the national enterprises, especially in the course---the transformation from the planned economy to the market economy.
