Study On The Venture And Prevention Of Agricultural Scientific And Technological Extension

Agricultural extension is the bridge and tie in the processing of agriculture and rural economy development, which turns scientific and technological achievements into the realistic productivity. Nowadays the international economy increases fast and agricultural modernization is accelerated, the developed country pays more and more attention to the problem of environmental and agricultural sustainable development, the developing countries need to get rid of the poor and backward state urgently. So the agricultural extension faces the new challenge. Regarding the venture of agricultural sci-tech extension as the selected title, it is an inevitable demand to combine agricultural sci-tech popularization with risk analysis under the market economy condition.Have analysed mechanism and reason that the risk of agricultural sci-tech popularization produces under the background of market economy in thesis, have probed into the causes and consequences and the principal contradiction and major problem existing in agricultural sci-tech popularization of our country. Proceeding from current situation and characteristic of agricultural sci-tech popularization of our country, on the foundation of domestic and international advanced experience, basing on our country national conditions, with theory of agricultural extension and risk analysis for guidance, I have put forward some feasible thoughts and concrete measures on how to evade the risk appearing in agricultural extension: (l)Strengthen the governments at all levels to the assurance measures of agricultural extension; (2)Set up the mechanism of agricultural insurance and public financial support frame; (3)Develop the information resources and establish the system of new-type information; (4)Strengthen the government to adjust and control, impove the macroscopical policy of agricultural extension ; (5)Strengthen the system construction of agricultural technology popularization, optimize and popularize the lperational mode of the system; (6)Improve peasant's quality; (7)Take the cooperative way to popularize; (8)Set up the demonstration system of agricultural extension. This views have offered the beneficial theory for the fact that agricultural extension organization and extension worker promote the transformation of agricultural scientific and technical achievements.The thesis have researched the history and current situation of agricultural extension both at home and abroad adopting the method of research relatively; Have studied the reason, course, result why the agricultural extension risk produces systematically; Size of risk studying by determining the nature and quantitative analysis; putting forward the preventive measures of the agricultural sci-tech popularization risk under the condition of market economy of our country with the method of analyzing question and putting forward the countermeasure together. Lastly, I suggest carrying on the system reform of agricultural extension.
