But fruits of technology and science only are potential productive forces before being applied to reality. Agricultural extension is a links with them. However, Chinese achievements in scientific research transform rate is thirty to forty percent, which is Seventy to eighty percent in some developed countries. In order to change the status quo, research of agricultural extension principles should be strengthened which can guide practice and structural reforms should be begun.Based on the methods of above, the paper analyses Chinese' agricultural extension system's disadvantages, compares with foreign's extension systems and establishes that agricultural extension structural reforms must be begun right now to relieve the bi-effect brought by WTO. The paper points Chinese agricultural extension structural reform's direction. First, government organization should become agricultural extension system's main current; second, agricultural extension, agricultural scientific research and education should be integrated tidily; Third, government investment should become main source, and all kinds of source should be pursued; Fourth, exploiting labor resource, and etc.The paper consists of five sections:(1)Introduction(2)Agricultural extension's basic principles and rules.(3)Comparing domestic agricultural extension system with foreign's agricultural extension system analyses.(4)Chinese agricultural extension structural reform's direction and pattern.(5)Chinese agricultural extension structural reform's policies and methods.
