Study On The Performance Measurement Of The Government Procurement In The Transportation Department

The Government Procurement has been applied in China, but the performance measurement system of it has not been set up. For establishing and improving the performance measurement of the Government Procurement in transportation system, we should make deep-in research on the theory and practice about it.This paper is to look for answers to the following questions. How west countries apply performance measurements in government management? How to take proper techniques and models of performance evaluate in Chinese government management? How to establish an appropriate performance evaluation system of the Government Procurement in transportation system? The paper tries to answer these questions and to find out ways to promote the Government Procurement management in transportation system.This dissertation consists of 6 chapters. In Chapter One, the origin and background of the project, significance, major contents, the development and present research situation of budget making in the world, innovation and specialty, technical line, etc, are introduced. In Chapter Two, the theory of the Government Procurement is described briefly. Chapter Three is introduced recent researches on the government performance evaluation management. In Chapter Four, the theory of the performance measurement of the Government Procurement is discussed. Chapter Five discusses how to establish an appropriate performance evaluation system of the Government Procurement in transportation system. In this chapter, the ways of calculation and evaluation are introduced, and the outcome is demonstrated.
