How to improve a country's capability to manage social crisis has become a worldwide hot topic now. To manage the crisis effectively, three questions must be answered theoretically: 1) Features and the root causes of crisis, as well as what kind of crisis need to be tackled by management; 2) Classification of the crisis events; 3) Definition of both Crisis Management (CM) and National Crisis Management (NCM). Classifying crisis is an important structured method to manage crisis, which not only helps to probe the root causes, but also prevent its process. Studying features and root causes will help to monitor, control and alert the crisis and take actions accordingly. Definition of NCM is the basis to set up complete NCM system.The 1st chapter of this dissertation starts from the definition of the crisis, its features, the lifecycle and its classification. Base on the above discussion, the 2nd chapter analyzes the definition of NCM, the construction of the system, and demonstrates that by taking American and Russian CM experience as case study. In the 3rd chapter, the construction of China's social emergency reacting system is discussed, which starts from the analysis of the malpractice of the current CM system, and the need to construction of a emergency reacting system. Also, 9 aspects about the crisis are discussed through case study, which includes the alert of the crisis, its decision, the information management, legislation, organization design, national education, resource supply, and science research.
