The crisis incident is a popular world problem. It extends from the regional violent conflicts, diplomatic clashes between countries, various epidemic diseases suffered by human and animals, a great variety of natural disasters, to mineral disasters, explosion, forest fire, food poisoning, water and power supply failure and various terrorist events, all of which can influence social safety and stability of countries and regions to different extent and form various social crisis. The SARS that occurred globally last year and the birds influenza which occurred this year let us know that the crisis is no longer remote and could occur beside us in every moment. Therefore how to handle crises effectively has become an important part of the managerial function of governments. The fundamental concepts of crises and crisis management are introduced in this thesis, and the chronology of crisis, law institutions, organizational system, resources of human, finance and materials, the manager's ability, media, non-governmental organizations, international organizations and citizen are all discussed in details.Through a case study of crisis management by Chinese government in the period of SARS, the author seeks to shed light on the building of an effective government in crisis management. The idea of building Crisis Computer Integrated Management System(CCIMS) and the conception of establishing the science of crisis management as a new branch of science are put forward at last.
