Since the reform and open of China, the state-owned enterprises are trying to reform the compensation system, according to the development of economy and the change of competition characteristic. The state-owned enterprises made great achievement in the compensation system. In this practice, the enterprises must take the compensation system in consider in a stratagemical level first. The compensation system and its assessment system must in favor of the enterprises' stratagem.In large combined steel enterprises, the compensation assessment system of all its stuffs' is established through its' belonging enterprises. It's the belonging enterprises' responsibility to decompose and subdivide the compensation assessment system.It is important for combined enterprises to assess its belonging enterprises' compensation system. The compensation assessment system deals with how to bestir in all of its belonging enterprises and its compensation level. In final, it deals with the stuffs' behalf.Taking the belonging enterprises as study subject, this paper studies the establishment of its compensation system.On the basis of in-deep study, this paper studies the existing compensation assessment system of the belonging enterprises of FuJian SanSteel, including the combined enterprises' compensation system, compensation assessment system and assessment method, analyses the problems and its' cause of formation.After consulting lots of literature and datum, using the learned compensation management, stratagem management and finance management, develop a thoughtfulness and a tentative plan to consummate the compensation assessment system of the belonging enterprises of FuJian SanSteel through quantitative and qualitative method. The first is to improve the enterprises'whole compensation budget method. The second is to establish the quantitative assessment method of the belonging enterprises' compensation budget through selecting key index, studying out index authority and synthetic calculating. The third is to select key index which influence the enterprises' benefits as the belonging enterprises' assessment index. On basis of this, put forward implement suggestion, insure the implement of the compensation assessment system.
