At present, all domestic enterprises are facing the same problem that they get slight profits and go bankrupt without improvement with the increasingly fierce competition and economic globalization tide, especially the more fierce competition after China's WTO entry. The solution however is obvious that the enterprises should improve business management, lower costs, and offer better benefits to customers so as to further meet customers' demands, rapidly react to the changes of the market and strengthen the core competitiveness of enterprises. All the above-mentioned require the scientific management, and the informatization plays an important role in scientific management. Enterprises expect to reduce the cost, optimize the business procedures and meet customers' demands as well as improve enterprises management level through the implementation of informatization strategy. It's doubtless that the implementation of the informatization strategy is unavoidable and also one of the important means to improve the core competitiveness in the current society. The management requirement of enterprise's informatization is upsurging and the investment in informatization is also soaring, on the contrary, the results of the implementation of the informatization strategy of lots of enterprises are unsatisfactory. In most cases, the enterprises have only achieved the informatization of the business system even incomplete too, and the informatization management of enterprises has become the utilization of software, which caused that the real business procedures could not obtain the optimization through the implementation of the informatization strategy, andsome procedures even appeared negative influences. Without enough planning of the informatization strategy or consideration of the particularity of information project as well as the actual conditions of enterprises, a lot of enterprises are hurried to implement the MRP, ERP and CRM system without favorable results, which caused the waste of money. Although more enterprises have set up the enterprise-based or web-based network system and also achieved the informatization in the major business procedures, they have not really reflected the management support needed in the implementation of the informatization strategy, and their corresponding management reforms have not been achieved, either. Therefore, the implementation of the informatization strategy has only reflected the digitization of the business data ultimately, and the enterprises cannot really improve the core competitiveness through the implementation of the informatization strategy.The domestic economists have made a preliminary research about the failure in the implementation of the informatization strategy. However, they have mostly explained and elaborated the experience and lessons in the aspects of technology and certain management. In order to have a better and further in-depth understanding of the failure in implementation of the informatization strategy of domestic enterprises especially the State-owned enterprises, the author made a large number of investigations and talks with the D Enterprise (the author works for this enterprise) as the original mode, to attempt to systematically find out the major handicap factors influenced the implementation of the informatization strategy.According to the above problems, through in-depth understanding of the D Enterprise and the exchanges and questionnaires with principals at all levels, the author made an in-depth analysis about the internal and external environment that the enterprises are facing in the informatization strategy with the eyes of strategic management, and systematically studies the handicap features and the reasons existed in the implementation of the informatization strategy of the D Enterprise in such aspects as the existing information system structure, the organization structure, the distribution form of rights, the enterprise's culture and labor force, etc., and finally put forward the countermeasure and prospected the developing direction of the...
