China is now the world’s disabled population in many countries, service resources are limited, there are a lot of care, helping the disabled groups, only rely on the government power to meet the diversified service needs of disabled groups. Folk disabled by means of providing assistive services, make use of the function of organization, make up the "government failure" and "market failure", help to speed up the development of the cause of the disabled. But how to play a greater degree of functional handicap weighting folk is an urgent problem facing the present.In this paper, the function of folk organization empowerment disabled as object of study. First of all, through the literature analysis method, analysis and application of folk disabled tissue function and empowerment theory in the field of folk disabled, theoretical basis for the paper, make the theory tends to localization. Secondly, through the empirical research, selected typical cases, common points are summarized, summed up folk disabled in organizational development and different points, in the realization of civil rights organization function disabled problem is the lack of points, analysis of its causes; finally, according to the empowerment theory proposed path of folk organization function of the realization of the disabled is weighting strategy, through the "internal force way" and "external way of promoting" strengthening folk organization achieve its weight disabled power function.Hope that through this study, it can have some reference meaning to our country for disability services organizations development; and caused the government, associations, social empowerment function of folk organization seriously disabled, and provide convenience for the function of folk organization empowerment will play.
