Study On The Operation Of Employee Supplementary Health Insurance In Beijing

With Basic Health Insurance Regulation of Beijing's issued in 2001, the reform about the system of health insurance stared in Beijing. And the government of Beijing decided to establish a health insurance system, which concludes the basic health insurance and other health insurance forms. Employee supplementary health insurance of Beijing is a part of Beijing's health insurance system, and it is established on the basic health insurance and the health insurance for large medical expenses. Nowadays, Employee supplementary health insurance of Beijing is in the beginning stage, so it is significant in studying the operation and effects of employee supplementary health insurance of Beijing. My study not only is helpful to make the policy perfect, maybe it also can bring the new research about employee supplementary health insurance of Beijing. The approaches of my study conclude the theory research and case research. The case research is mainly for the theory research, and is operated by using the document method and interview method. My study is mainly consisted by four parts.Part one introduces the health insurance system of Beijing to offer the study on operation and impacts of employee supplementary health insurance of Beijing precondition. The health insurance system concludes the basic health insurance and other health insurance forms, such as health insurance for large medical expenses, employee supplementary health insurance, business health insurance etc. Because employee supplementary health insurance of Beijing is established on the basis of basic health insurance and the health insurance for large expenses of Beijing, this part especially introduces the operation of basic health insurance and the health insurance for large expenses of Beijing.Part two mainly analyzes the operation of employee supplementary health insurance of Beijing from its characteristics and the condition of its operation.Employee supplementary health insurance of Beijing has three characteristics: Firstly, it is in the beginning stage.Secondly, government of Beijing requires the enterprises must establish employee supplementary health insurance. Thirdly, employee supplementary health insurance of Beijing is established not only on the basic health insurance, but also on the health insurance for large medical expenses.Part three is the case research, which takes enterprise A for example.By analyzing the concrete running of enterprise A's employee supplementary health insurance and the employees' opinions and suggestions, I make the research on the effect of it.After analyzing the concrete running of enterprise A's employee supplementary health insurance and the employees' opinions and suggestions, I find the effect is not satisfactory.Part five is my opinions and suggestions on the operation of employee supplementary health insurance of Beijing.As a part of Beijing's health insurance system, and as a kind of supplementary health insurance, employee supplementary health insurance of Beijing functions in reducing the pressure of heavy medical expenses, but the effect is not satisfactory.I think the effect of employee supplementary health insurance of Beijing is close related with the characteristics of employee supplementary health insurance of Beijing. So, to the three characteristics, I give some suggestions.Firstly, to the first characteristic, I suggest government of Beijing should provide more support for the development of employee supplementary health insurance of Beijing.Secondly, to the second characteristic, I suggest government should not require the enterprise must establish the employee health insurance, but let the enterprise establish the employee health insurance by its concrete conditions. Finally, to the third characteristic, I suggest employee supplementary health insurance of Beijing should be combined with the health insurance for large medical expenses to form a new kind of supplementary health insurance. But the suggestion needs more research.
