With economic globalization and further development of free investment and trade, walls of the tariff generally become short, and the traditional trade protection means be limited. There is little room left for tariff and traditional non-tariff barrier anymore in barring outside the imports. Herewith, protectionism has to seek other new means to reach their goal, under which background, various kinds of new-typed, legal -coated non-tariff barriers appear constantly. Because of different economic levels, countries vary significantly in their technological regulations and standards. The developed countries usually take advantage of their technological development. To protect their own profits, these countries take more and more technical measures, so called Technical Barrier to Trade (TBT). It is an obstacle for trade development, while it becomes rampant recently.Our country is weak in neither combating foreign TBT, nor setting up our own TBT system. The problem is protruding now. It has done a great harm on the exports of our country in recent years. The annual influenced gooes have exceeded 40 billion dollars. This text will analyze the essence of TBT from perspectives of the theory and practice. With the combination of quantitative analysis and qualitative analysis, the text studies its influence on foreign export and domestic economy, market, industries, etc. It emphasizes that we should treat the problem of TBT rationally and objectively, and how our own TBT system and operating mechanism be structured in aspects of government, society, intermediate agencies, enterprise, etc..
